Using imported graphic as a background and locking in place

Operating System: Mac OS X 10.5 (Leopard)

How can I import a graphic designed in Illustrator as a background and lock it in place? Or not have text boxes push it down or off the page? I did import the image (pdf) and saved the page as a .dot. But the issue still is happening.

Insert the image in the document Header rather than in the text layer &
apply Behind Text as the wrapping. You can also use the Advanced Format
Picture options for Layout to determine positioning. It will appear on each
page of the document. If you don't want that to happen you'll need to become
familiar with Section Breaks and/or Different First Page for the Header.

Keep in mind that any object inserted into a Word document is in some way
anchored to a *paragraph* - you can't "lock it in place" because there is no
*place* to lock it to other than a paragraph :)
