using master page in publication with text boxes

When I use a master page that has text boxes in a publication, how do I get
text in the text boxes?

Select the textbox.

Position your cursor where you want the text to begin.

Begin typing.

These exact text boxes will appear on every page.

Unless you are using 2003 or 2007, you can have a different master page for
every page or as many or few pages as you wish.

In other words you are telling me that I can't use apply a master page to a
publication and then fill in the text boxes in the publication? If this is
the case then what good is a master page? I'm doing a book and created four
master pages to take care of all situations but can't find any way to use
them. I tried creating templates out of the master pages and even after
inserting a template I can't put any thing in the text boxes.

Master pages are generally used when you
wish the content to be seen on several pages.
Example being a background or watermark.

Maybe your project doesn't require a Master
page...but you should be able to access and
edit it by going to...View / Master Page.

What exactly are you trying to achieve? Master pages can be manipulated anyway
you want.
I can't think of any situation where you would need master pages to create a
book. Long documents are best done in Word, the flow of text is easier without
having to create text boxes on every page.

Master pages are accessed through the View menu or ctrl+m.

It is always helpful to know what version Publisher you are using.

You misunderstand the concept of the Master Page. It is not like the
Slide Master in PowerPoint. Objects on the Master Page appear,
uneditable, on all pages, behind the content. As John I says, it's like
a background (and indeed it was called this prior to Publisher 2002).

Things like page numbers and page borders are good things to put on your
Master Page.

the text boxes for these layouts. What can I do to use each layout as needed
while creating each page of the book. The layouts consist of text boxes,
each with its on format. How do I make these layouts available in the book
pages so I can put the text into each layout without having to create each
and every text box on each page of the book?

Create four blank "template" pages at the end of the publication, and
use Insert > Page > Duplicate All Objects On Page...

You still haven't mentioned which version of Publisher you're using. If
you're using Publisher 2003 or 2007, you can hold Ctrl and drag the
pages on the page sorter instead of going via Insert > Page.
