Using Pub 2003 for email newsletters

I can create an email newsletter in Pub 2003; no problem. But very few on my
email list can open it as an attachment, and for those who can open it, they
get the newsletter but only within the Pub 2003 pages.

Any suggestions or tips on what I might be doing wrong?

You can't open a Publisher 2003 file unless you have Publisher 2002 or
later.
