Using reply command and retain file attachment

is there a way to conigure outlook to keep the file
attachment (like the forward command) using the reply to
all command.
My goal is to be able to edit an attachment and send it
back to all using reply to all

Since you're changing the attachment, it's no longer the same attachment.
In order to change it, you must save it to disk first. So, after changing
the file, reply to the mesasge and drag your modified file to the compose
window (or click the attachment paperclip button).
