My contacts are displayed as last name, first name. Using Word as an e-mail
editor and clicking the "to" box, the contacts are displayed by first name
follwed by last name.

This has nothing to do with your e-mail editor.
It has everything to do with your version and the sort order you specified
for your Outlook Address Book, neither of which you mentioned.

Thanks Russ, My Version is Outlook 2002 SP3, I have set, verified and
rebooted my sort order as Last, First. My option to select is set as: Last
First (without the comma). My File as is set as Last, First

Thanks

That's the sort order for your Contacts Folder, not the Outlook Address
Book:
Tools > E-mail accounts > View or change existing directories or address
books > Outlook Address Book > Change. >
