True Steve, I agree. It could also mean other things like if the resource
name was "Programmer" and they had a second guy to throw in the extra 20%.
However, we all need to keep in mind the laws of Physics will only let
someone do 1 hour of work in 1 hour.
Ah, but to digress... if the worker is able to perform better than what was
specified or assumed in the bid ... "A brick layer can lay 20 bricks an hour,
this is a 100 brick job so 5 hours" ... If some young buck hits the job and
says, hey I can lay 25 bricks an hour then his work rate has changed ... he
is creating more value per hour worked but can still only work 1 hour in 1
hour.
