You can group all the objects, right click, save as a picture. There is the
option of .wmf or .emf. If there are raster images, they will never convert to
vectors. They will remain as part of the picture you just created and when you
import into a drawing program the bitmap image will not behave as a vector.

How do I know if they are raster images? I have a design that I made in MS
Pub but the printer is asking for it in a vector or eps. the images used in
the design include clipart from MS and basic lettering. will these convert to
vector? how can I check to see if they are vector or not?

If the images were .wmf (this is the clipart format, generally) then they are
vectors. Did you save the pictures to the Organizer? The Organizer will exhibit
the image format.

Will your printer accept Publisher files. Many will.

Have you asked your printer if he/she will accept a PDF? There are free PDF
converters around. www.primopdf.com is one.
