Embedded items became blurry

We had been using publisher 2003 to create posters and tent folds for my
band, and all was well. We had embedded vector files of the band logos, and
they looked and printed great.

One day we opened up one of the files, and the embedded vector files were
blurry. They look fine if opened by another source, but all the files with
embedded art look blurry (just the embedded parts) now.

Has anyone seen this happen, and what is the fix?

My mistake, my g/f had been using jpegs, not the vector files....but the
issue is still the same.

Are the images printing okay without the blur?
Have you thought about an upgraded video/graphics driver?
