When you allow text to wrap in a cell is there any way to change the space between two lines of type?

There's no way to do it with leading, such as you can do with Word. The
default spacing will be proportional to the font size

Depending on what you want to accomplish, it might help a little to use
vertical justification (Format/Cells/Alignment/Vertical:Justify),
perhaps with a linefeed (CMD-OPT-RETURN) at the beginning or the end to
pad.
