Video in one pane and text in adjacent pane

Is it possible to have a presentation where the video occupies bottom 3/4 of
the screen and the text occupies top 1/4 of the screen. I want these to be
synchronized so that the text actually informs the viewer of the contents in
the video.

If its possible guidance will be highly appreciated.

You can insert the movie by clicking Insert > Movies and Sounds > Movie from
file.
Look for the movie file, click Insert.
When prompted, select an option of your choice.
Move the movie to the top of the slide.
Hold down shift key and resize the movie. (If you want the movie to covers
exactly 3/4 of the slide, it might look distort.)
You can then add text at the bottom of the slide.

If you have lots of text to throw in, you can separate them into slides and
let the movie plays across slides.
