Viewing FrontPage design in Windows IE = No Navigation Structure!?

How come, when I design in FP everything looks great but when I then try to
view it in my browser window IE7 the there is no menu, no navigation
structure...all the shared bordes are gone....If anyone can help, I will be
grateful :)
