Visio 2002 EA Refuses to Save Toolbar Customizations

Hope someone knows a fix.

My Visio 2002 for Enterprise Architects refuses to save modifications to the
toolbars, including placement, icons additions (like the 'close file' icon,
i.e., the little close folder), etc. It is really annoying.

Does anyone know a fix?

Under Tools \ Options \ Advanced, there is a setting to "Put all settings
into Windows Registry"
Try that and see if it occurs still.
