Visual basic help not working

I have just reinstalled office standard following a
reinstallation of Windows 98SE. The help facility within
the visual basic editor is not working. When the help
window is displayed I can review the topics under
the "Contents" tab, but the "Search" and "Index" tabs
display empty windows and the cursor changes to a double
headed horizontal arrow - no amount of clicking has any
effect. Does anyone know what has gone wrong. I have
tried reinstalling, repairing from the install utility and
repairing from "Help" "Detect and "Repair" with no effect.
