This is a stupid question, sorry.
How can I increase the volume level which decreased to ~30% of its "normal"
max level (but the vol indicator is at max) ?
This happened two times and got back normal after tried different things
(and I don't know which one worked). But this time I couldn't find a
solution. This should be something with audio settings.

that supports your Operating System or hardware.
