Voting buttons not tracking all responses 100%

Clients use voting buttons to track responses for a workflow process used for
a long time. Nothing has changed that I'm aware of. Starting today, one
user's vote tracking is not accurate, some votes only list in Tracking as
"Replied," not how they voted. Everyone is using Outlook 2003 & Exchange
2003. Other clients are not having this problem. All clients only have user
permissions, so they can't make system changes. E-mail are / remain in their
correct folders, Sent & Inbox, and are not being moved.
