Voting Buttons & Tracking

Have a user that sends out an e-mail with voting
buttons... replies come to her inbox, but not all are
being tracked. User running Office XP Std with SP2

Have reinstalled Office & Service Packs.

Have recreated e-mail from another PC with successful
tracking.
