Watermark not showing on first page in Preview

I've added a watermark to my report (using the Picture property), but I
can't seem to get the watermark to show on the first report page when in
Preview mode. The watermark shows on subsequent report pages, and it shows
on all pages (including the first) when I send the report to the printer.
I've tried setting the Picture property in the following report sections:

ReportHeader_Format
ReportHeader_Print
PageHeaderSection_Format
PageHeaderSection_Print
Detail_Format
Detail_Print
Report_Page

What can I do to get the watermark to show on the first report page in
Preview mode? Any assistance would be greatly appreciated.
