even though I follow the exact instructions, I can't seem
to watermark any photos in Pub 2000. Anyone else
experience this problem?

Put the photo on the background (ctrl m), right-click the image, click change
picture, click recolor, recolor with something like 10% gray, if you want it lighter,
choose more colors, CMYK, input 5 in the black box. RGB would be something like 138,
138, 138
