Watermarks

A watermark is merely an image, its layout set behind text - usually placed
in the header view so that it appears on any page, and probably lightened to
a shadow of its former self so that you can type over it. These are all
accessible tools from right clicking the image in Word and selecting 'format
picture'.

Word does have tools for helping create watermarks, but you cannot get away
from the essentials.
