Web access and outlook

We have a calendar shared, most of the intended users are mobile or off
premise users, when they go to web outlook they cannot see the calendar, what
do i have to do to make this work.

2003SBE, Exchange server, outlook 2003, all workstations and laptops running
XP pro,

Where is the shared calendar located?

The shared calender is located in the exchange folder of the originator and
controller of the calendar, on the SBE server

So, you mean it's a calendar folder in a mailbox? The default Calendar folder for that mailbox? Have you tried accessing it as http://servername/exchange/mailboxname/calendar/ ?
