Web Access and Personal contacts

When I am attempting to send an email in Outlook Web Access, I am not able to find my personal contacts, only those users set up on the domain. Under Contact Options, I have the option to check names first against contacts rather than global address list.
Why are none of my personal contacts listed when attempting to find them?
