Forgive me if this is the wrong group to post my question to.

Which is a better development environment for team web development -
Frontpage or Dreamweaver?

There will be nothing specially unique about my site except that I'd like to
be able to add modern functionality to it. In particular, I'd like to have
a

implemented from a template
nice navigation
discussion forums
live chat
customized functionality (with ASP.Net)
delegated content management

It will be built and managed by a team so document management is also
important.

Please send me responses regarding the pros/cons of each. Personal feelings
about the products or companies, though welcomed, aren't very useful in my
planning process.

Actually neither but either if that makes sense. Niether Microsoft vendors
have done very little work to make their authoring products useful for
collaborative development. What you may want to evaluate is a source control
solution where designers and developers can check documents in and out. What
FrontPage offers in this regard is minimal. As for other aspects of your
objective you want to evaluate the use of Windows SharePoint Services. The
Windows SharePoint Portal is better but requires hefty fees to license for
commercial use. Finally, also check out CommunityServer.org.

As for your other expressed requirements ASP.NET 2.0 is the best development
platform. R2.0 is still in beta but will be officially released this
November 7th. ASP.NET 2.0 supports everything you want and need.
