Web Link in Mail Problem

I just started using Outlook for my e-mail. When I receive e-mail with a
link to a web site I get the error message "DirectX 9.0 Web Setup",
"Command Line Option Syntax error".

How can I correct this? There does not appear to be any DirectX setup. I
tried downloading the the latest version of DirectX but have the same
result.
