webpage - preview looks great, but not on the web

I designed a webpage and it looks perfect without any errors in the webpage
preview, but once I’ve uploaded it to my server, some things get messed up
like " ' or special characters - eg. instead of “ there is a question mark.
Even if I want to have a space between (using Tab) it appears with a lot of
question marks ?????????
What can i do to prevent this? Any suggestions? Do I have to change the font
or something like that??

as for special characters, if you must use them, then under web options in
theTools menu you need to change the encoding to unicode.

Upon reading the paragraph that David pointed us to, I'm infuriated. C'mon
Microsoft, we can't use BULLETS and LINE SPACING??? Last time I checked,
these were common web formatting features. The paragraph says that only
FONT is to be used. GET REAL. MICROSOFT, YOU FILTHY RICH EMBARASSMENT TO
THE COMPUTING WORLD, PLEASE, JUST PACK UP AND GET OUT OF THE SOFTWARE
BUSINESS.

All right, I'm the bonehead. I changed the encoding to one of the Unicode
settings, as suggested by an old post in the Web Design group, and it worked.
It seemed counter-intuitive, because in IE with UTF-8, the pages had all the
question marks.

I did it anyway, and it's perfect. My apologies to Microsoft. (Never
thought I'd ever say that.)
