Weird sorting of greek characters

I have a list of contacts most of which use greek
characters. In outlook 2000 my address card sorting (both
with File as and Last Name) is very weird. Latin entries
are in order (at the end of the list) but greek ones are
not sorted correctly with some of them showing up even
between latin entries.

I use greek as the default language settings of the system
and english (US) as my locale (regional options).

Oddly, the same list of contacts, when copied to an
exchange server mailbox, they are correctly sorted.

I have had this exact same problem for many years now
(wrong sorting in pst file, correct on exchange server
mailbox) starting from Outlook 97. I think it's about time
I solved it :).

OK, it seems that I've found something.

If I change my locale to Greek in the regional options,
the sorting is corrected, not automatically but anything
added with the locale set to Greek is inserted in the
correct position.

The question that arises now is, how come other MS-Office
programs (Excel) can sort correctly with an eglish locale
and greek default lanugage settings and only Outlook cant?
