What controls the Insert/Remove extra white space?

I am occasionally puzzled by the behaviour of the "Insert/remove extra
whitespace feature".

Occasionally, when I select it and place the pen onto the screen it does
not engage (i.e. the blue lines and the arrow in between indicating the
shift-distance does not show up). Beats me why this is so. Any ideas?
Does it only engage if it finds an entire line of white space (i.e. no
object crossing that line)?

Other questions in that respect: only when I just looked up, how this
button is correctly named I found, that it is called "Insert/Remove
....". I never realized, that one can also *remove* white space with it.
But how does one do that???

And lastly, since I am at it: Very often I would have loved to have the
possibility to shift parts of a sketch in a similar fashion but
*vertically* (e.g. to fit some additional box between others).
Is there a possibility to do that (i.e. have a vertical "Insert/Remove
....")?

I only have experience with the mouse. But if you have the tool engaged, and
click somewhere in the middle of the page and drag "up" you will remove extra
space. For example, if I have a printout of a document and delete page 2, I
turn the tool on, click on the lower part of the gap just above page 3, and
click/drag over the empty space up to the bottom of page 1. It pulls up
everything from below, and won't let you delete over stuff that exists, it
only works over blank space. If the tool is engaged and you click and drag
down, it adds space below. Once you use the tool it "disengages" and if you
want to use it again you have to click on the tool bar again.

If you click very near the left side or right side of the screen, the tool
turn vertical and you can insert towards the right or delete extra space
towards the left.

One thing that happened to me already a couple of times and also gain
while just experimenting:

Occasionally (at least I see no pattern, yet) after lifting the pen from
a move the moved part does NOT "drop" where I left off (or where I would
expect it to stay) but suddenly jumps a much longer distance than I had
intended (a few centimeters - about an inch - more). It is, as if the
SW erroneously detected some overlap or so and now wants to avoid that.

Any idea, what mechanism that might be? Is this a bug or a feature???

1. On the "Insert" tab, select the "Insert Space" button.
2. Move to the bottom of the space to be deleted.
3. Press and hold the left mouse button as you draw 'up' the screen until you reach the end of the area to be deleted.
4. Release the mouse button.

This technique works on the side margins, too, just move the cursor to the area of the side margin desired.
