What flyer do I need to use to have the "tearoffs" available?

[Help with flyers]

I want to create a flyer with the ability for people to fill out the bottom
portion, tear it off and return it to me. I see there is a tearoff feature,
but it is always grayed out. How do I make it available to use?

Which version of Publisher and which template are you using?

(You can make a tear-off coupon without a template but that's not what you
asked.)

If you go to Insert > Design Gallery Object you can choose Phone Tear Offs
as one of your objects.
