What is International Verson of Office 2007?

A friend of mine got a version of Office 2007, and has verified it is a legal
original Microsoft product made in the US with a product key that is good and
so on. But he noted on the top of the box it says this "Office Pro 2007
Win32 English Intl Not to US CD" Like I said, it has passed all the signs as
being a genuine Microsoft product, so that isn't too much the issue. But the
marking makes us wonder if it is a whole version, if it will work and so on.
Is there any harm installing this? What would be the difference?

I tried activating it with microsoft and it seems to have work... but
wasn't sure if this was allowed in states or something, Though I haven'
actually saw a real copy of office 2007 that's in the US.

It's kind of ironic that it is made in US? but it's not allowed in US
