when I send an email it automaticatly sends it as an attachment

When I send an email outlook 2003 sends it out as an attachment and then it
is rejected by the web site that I am sending it to.

Stop using Rich-Text Format. Use plain-text or HTML format.

Web sites don't accept e-mails. Mail servers accept e-mails.
