When I type the data in fields, Chinese keyboard is engaged

I am using English Windows XP Pro and Office 2003 Pro. When I type the data
in fields of Access, the Chinese keyboard is engaged. In Regional Applet, I
just set English keyboard. To resolve it, I need to remove the Chinese
keyboard. However, it becomes engaged again automatically. Can someone
advise possible causes to it and fixes.
