When opening a file in Access 2003, it asks for a database passwo.

I am trying to opening a file in Access 2003 and it asks for a database
password when none exists. (Error 3031). I have tried creating a password
in the inital file but Access 2003 still does not recognize it. I have
deleted the password and still can not open the file. Any suggestions?
