Where are attachments stored?

Does anyone know where attachments are stored?
Is it in the directory below for all version of outlook and Windows?

C:\Program Files\Common Files\System\Mapi\1033

if you are not using exchange, they are kept in your pst file.

Outlook POP/IMAP users have all data stored in the *.PST file. (all data
consists of contacts, calendar, mail, tasks, .etc)
