Where is the Deleted Folder

It's not a separate folder on your hard drive. It's stored within the
personal folders file (.PST) along with the rest of your mail.

Is the file accessible? Can I open it with notepad?

Could not find it searching for "*.PST" files in C-drive.

Want to access so I can scrape out all the junk URLs for custom filter
at mail server.

Nope. You can't access it in Notepad. If you're using Windows XP or 2000, a
PST file is a hidden file. Make sure you're searching for hidden or system
files.

OH, and if you're using Exchange Server, you won't have a PST file. AT that
point, the Deleted Items folder is stored on the server, in your mailbox.
(still not accessible as a separate file)
