Where to start? How to create a "Navige structure"?

I am going to design a web site using frontpage, but not sure where to
start.

According to the help of frontpage, its better to design a "Navigate
structure" first. The help files described a lot about how to add, remove,
modify the "Navigate structure", but I cannot find any instruction about how
to create the "Navigate structure".


("Navigate structure" is what I translated from Chinese help document of
frontpage, I don't know what's the correct English for that, it's a
structure that determine the whole web site structure, which is the parent
page, which are the children page, ...)

I opened frontpage and clicked the button "Navigate" in the left bar, and
then stopped there, have no idea what to do next.
Anyone can tell me how to create the "Navigate structure"?

Select View Navigation
- Drag files from Folder List (on left) on to Nav view (under your home page)
- or create new pages from the Nav view
