why can I not change my margins?

My top margin appears to be 0. Changing the margins in Page Setup does not
change the margins. Can anyone help me?

I found the answer to this problem via the Task Pane help. Answer: The White
Spaces Between Pages was not checked in Tools>Options.

I was having the same problem even with that option checked.

Solution: Just go to View | Headers and Footers | Switch Between H & F

That seemed to jog things back to normal.
