Why can't I use the IRM feature after downloading the add-on?

I use Microsoft Office Standard Edition but have downloaded the appropriate
add-on for IRM for non-professional users. It downloaded, I went through the
install process, I re-started the computer but the feature does not appear in
either the toolbar or "File" drop down menu.

Please advise?
