why do I get "unable to connect to pop3 server"

Not all the time,but most of the time I get "unable to connect to pop3
server". Is there some update that I have not gotten. windows XP office 2000

If you see this message only once in a while, then it's likely a server
problem, a problem with the network connection on your PC, or a problem with
an add-in on your PC (like an update applied to your antivirus program and
that program is integrated with Outlook) and not an Outlook problem.
