Why does Outlook 2003 Contact Form change with regional Unicode change

Hi All,

I must changed to Chinese for "language for non-unicode programs" so
that the SD card could be explored from my desktop PC while ActiveSync
(3.8) with the Pocket PC Phone Edition 2003 Chinese version of my O2
mini.

However, I found the similar problem as shown on
http://www.mcse.ms/message893700.html:
"Why does Outlook 2003 Contact Form change with regional Unicode
change? I recently had to change my Windows XP "Settings/Control
Panel/Regional and Language Options/Advanced/Language for non-Unicode
programs" to "Chinese (PRC)" in order to view
Chinese characters in a translation software package.

Strangely, after the above change, the form layout in Outlook 2003
changed. Most significantly, the "Full Name" button is no longer
available on the main page, which makes editing of names difficult
(ironically, this is even more required with Chinese names).

If I switch the non-Unicode language settings back to US English, the
form returns to the standard format, but of course this is not an
option since it also means that all the menus and dialogs of the
Chinese software are now just "?????".

Does anyone know why the form switch happens? More importantly, is
there any way to force Outlook to just keep using the standard Contact
form layout even with the different language settings?"

I still have the same problem and could not find any solution even
after extensive search on microsoft KB, MSN Search, Google Search, etc.

When I tried to design another form, the full name re-appear, it's just
peculiar.

Many thanks in advance for any help!
