Why does outlook hold mail in my Outbox?

I'm using my AOL email address. (Please don't be annoying and tell me not to use a certain email address)

I use Outlook in imap.aol.com setting. (Whatever that means) Why is Outlook holding email in the outbox for a while? I think it does this more when there is an attachment. By the way, it doesn't do this when sending from a web browser. Therefore, it can't be the AOL server problem.
