WHY IS ERROR 1706 POPPING UP WHENEVER I TRY TO ANY OFFICE FILE?

After experience a power failure in my dorm, whenever I start windows or try
to open any Windows application I get this the windows insaller pop up and
when I hit cancel, Error 1706 appears .If I hit cancel again it says "Failure
during installation".How do I fix this b/c everything was working fine
before?
