Why won't borders appear in a file that is inserted in Word 2003?

I have an original document which contains a border. When I try to insert
this file into a new document the borders disappear both on the screen and
when printed.

I had no problem doing this in Word 2000. We just recently upgraded to Word
2003 with our new computers.

What am I missing?
