Will not send messages in Outbox

I am using Outlook 2003 WinXP

At times, especially when I am replying to an email, Outlook will place the
message in the Outbox and not send the message. Instead I get the following
message
Microsoft Office has encountered a problem and needs to close. We are sorry
for the inconvenience. Then if gives me the choice to Restart Microsoft
Office.

It will not let me receive any new messages or send new messages.

I have turned off the send/receive on startup. and I have set it to only
send when I am online.

I am very frustrated with Microsoft Right Now.

Most send/receive problems are not ms related. (about 90 %) It is most often
due to something else. Are you running and "filters" such as mcafee or
nortons software? (try uninstalling and then testing again) Will it send
when you run outlook from the run windows in start by typing "outlook
/safe" (no quotes)
What about trying starting the system in safemode with networking (if your
using dsl or cable only)
