Windows Based Script Mail

When I'm composing an email message my firewall will frequently pop up a
warning asking me if I want Microsoft (r) Windows Based Script Host to
access the internet.

What does this program do, and is it safe to give it access to the internet?
(I havn't seen any problems when I deny access -- but am I preventing
something useful?)
