Depends on your point of view.
Access is a development environment that lets you create forms, reports,
macros and modules. It uses VBA, and nothing else.
However, many other applications (such as VB, VC++, Delphi, VB.Net, VC#,
etc.) are capable of querying the data from a Jet database (i.e.: an MDB
file)
