Is there any way for Front Page to get the network ID of the user that opens
a page?

Nope. There is a way that a server-side application can get the login name
of a user that has logged on to a web site that disallows anonymous
browsing, though. Any web site that allows anonymous browsing will have only
one login ID, which is the Anonymous Internet user account, for everyone.
