Word 2003 File Lock Dialogue not appearing

Hi Guys,

Normally if a file is in use by one user and another user trys to open the
file they are prompted to open the file in "Read Only" mode.
This is not happening.

In the above sceanrio we are seeing the document open straight up in read
only mode.
This is causing us a lot of problems. Any help would be appreciated.
