Word, Excel, and PPT disabled in MST but still installed. Help!!

I am using an MST to install outlook 2003 only in the office 2003 std.
package. I tell it not to remove the previous apps but tell is also NOT to
install the new apps. Only Outlook 03. But they install anyway. What am I
doing wrong.
