Is there a way to make 'NOT the same as previous'the default header
option? I have a lot of landscape sections in my document where I do
NOT wish the headers to come across, but whenever a new section is
inserted, all the headings revert to 'same as previous', and pop up
all over the place where they are not wanted.
This is particularly bad in my divider pages, where the margins must
be set exactly, and inserting the header completely messes them up.

No. But you should be able to design your header so it doesn't mess up your
divider pages. If you set your page margins to the *negative* of the value
you want, Word uses this as an absolute value, not affected by the contents
of the header (eg if your top margin is 2cm and your header runs 3cm into
the page, normally the top margin is pushed down by 3cm; if you set the
margin to -2cm you'll get 3cm of overlap).
