Word Numbering with no text

I liked to create this for a form:

4. Procedure

4.1

5. Data

5.1

ofcourse word won't let me keep the 4.1 without having some text after it,
but putting in a space creates problems, is there any way to get word to
leave a numbered list without having any text on that line?
