The purpose of these newsgroups is to provide assistance on how to do
something, not to provide the content for it. To get some assistance with
the content google for "Senior Citizen of the Year Award" and you should
something. Generally, however, the wording would convey some information of
the basis upon which the award was been determined. That could be anything.

Doug is absolutely correct.

However, I would like to fly into the face of the forum gods and at least
suggest that Bob go to the Microsoft web site and look for templates under
which he will find certificate templates. This should give him some help.

It's interesting to note that Bob apparently doesn't know why the
certificate is being awarded. He might say "This certificate is being
awarded to <fill in the name> for steadfastly performing whatever he/she was
asked to do in spite of advanced age and the acquired infirmities that
eventually come with a mature body and mind."
